Separately, the four members present with Chair Andrew Shepherd recused voted unanimously to send the Zoning Board of Appeals a comment of no objection on the same property's concurrent earth excavation special permit modification.

The board also approved two Approval Not Required plans, voted to hold a public hearing on stormwater regulation updates February 23, and accepted its annual report.
