Planning Board · Meeting of October 5, 2026

TOWNSEND — The Townsend Planning Board reviewed a rewrite of its zoning bylaws and declined to pursue a clean-energy moratorium. Montachusett Regional Planning Commission consultant Bernie Cahill proposed separating "site plan approval" from "special permit," a combined process he called unique to Townsend. Member Robert Therrien pushed back on moving toward threshold-based review, warning it risks "denying the public the right to know what's going on." The board voted 3-0 to pay Hoyle, Tanner and Associates $3,796.75 for stormwater peer review and unanimously appointed Clerk Cindy Marie King to the Capital Planning Committee.

Facing reports that other towns have banned battery storage and data center applications, the board opted to seek a town counsel opinion rather than adopt its own moratorium, prioritizing a battery storage bylaw first.
