Townsend Finance Committee defers recreation hiring decision and eyes March 10 for key budget work. The committee, chaired by Don Hayes, could not act on an exemption from the town's hiring freeze for the Recreation Commission's summer program after commission chair Rachel Palmer's office failed to supply historical staffing numbers, enrollment projections, and revolving-account revenue data in time for the February 24 meeting. The panel set March 10 as its next meeting, skipping March 3 to allow departments time to submit revised budgets ahead of a budget summit on March 14 at 8 a.m. and a special town meeting on March 19 at 7 p.m. at the high school.
Members also raised an unresolved question about a $50,000 legal line item on the special town meeting warrant, debating whether it would fund a stabilization fund, which requires a two-thirds vote to withdraw, or a separate litigation reserve, and said they want the actual motion language at least 24 hours before the March 19 meeting.
