Townsend Finance Committee approved a Recreation summer staffing exemption and flagged a tightening free cash position at its March 10 budget work session. The committee, chaired by Don Hayes, unanimously authorized an exemption from the town's hiring freeze for up to 17 positions — new hires or rehires — to staff the summer recreation program, after a joint session with Recreation Commission members Rachel Palmer and Liz Sears. The committee also voted to recommend that the Select Board amend the hiring freeze to apply only to positions funded through the town's omnibus budget accounts, freeing departments paid from revolving funds or outside sources from the exemption process.

On the FY27 budget, members worked through a preliminary recap sheet showing roughly $29.5 million to be raised, with a snow and ice deficit estimated at $350,000 against a line budgeted at $241,000 in recent years; after earmarking that deficit and $100,000 in free cash for the operating budget, the town would be left with approximately $208,000 in free cash — a cushion members called dangerously thin heading into next fiscal year. The police override figure has dropped to $197,000 from $327,000 after the school district came in under its projected budget increase.
