Townsend Conservation Commission Approves Stewardship Day Along Historic Main Street Corridor

Townsend Conservation Commission unanimously approves ecological stewardship day near Harbor Pond, flags E. coli crisis at Adams Dam. The commission voted 4-0 Wednesday to authorize Conservation Agent Colby Streeter to issue an administrative approval for the Townsend Historical Society, Swanico Greenways, and the Indigenous Landscaping Initiative to conduct invasive-plant removal and native-species work in the 100-foot, 50-foot, and 35-foot buffer zones surrounding Harbor Pond on or around August 30. Consultant Frank McHarland of Dillis and Roy argued the hand-tool work does not constitute an "alteration" under MassDEP regulations or Townsend Wetland Bylaw Section 138-7a4f.

A separate amendment hearing for 80 Main Street was dropped without discussion after Streeter confirmed DEP's circuit rider advised that legal notice and abutter notification — neither completed — are required to open the hearing. The commission also reviewed a June 24 Nashua River Watershed Association report showing Adams Dam E. coli levels of 770 colony-forming units per 100 milliliters — more than three times the 235-CFU safe-swimming threshold and the highest reading among 10 sites tested — with contamination traced to a failed septic system on Squannacook Terrace.
